If they get stopped, they use that scripted language to claim error, and potentially deal with trespassing charges. If enough of them get through, however, China’s intelligence service can start collecting some serious data on the layout, security, and purposes of each military installation and sensitive national-security site.
You know … like China got with its “weather balloon” as the current administration allowed it to pass over the US, unchallenged. Only in this case, their agents can see far more and likely have at least some training on what to look for once inside these facilities.

Meeting Of 'Pariahs': Kim Jong Un To Visit Putin For Arms Deal Talks Moscow is shrugging of recent accusations from the Biden administration that it is getting weapons from North Korea and its international 'pariah' leader Kim Jong Un. Instead, both countries are apparently set to forge greater defense ties, as the US government is now alleging Kim might soon travel to Russia to meet President Vladimir Putin for a potential major weapons deal.
The US National Security Council issued a statement Monday warning that such arms negotiations between Russia and North Korea are "actively advancing" - so clearly they are thumbing their noses at Washington in the face of threats.

DHS not only abandoned that mission, it actively collaborates with the enemy, including holding meetings with CAIR: an unindicted co-conspirator in funding Islamic terrorists, even while it classifies pro-life mothers in rural America as dangerous “domestic extremists”.
